On February 1, the Orleans County Sheriff’s Office charged David Howard of Kendall with Driving While Intoxicated (M), Speed Not Reasonable and Prudent (T), Drive on Shoulder of Roadway (T), Move From Lane Unsafely (T), and Refusal to Submit to a Chemical Test following a motor vehicle accident in the Town of Murray.

On February 1, the Orleans County Sheriff’s Office charged Agustin Lopez Lopez of Albion with Driving While Intoxicated (M), Driving While Ability Impaired by Alcohol (V), Move from Lane Unsafely (T), Drive on Shoulder of Roadway (T), and Speed Not Reasonable and Prudent (T) in the Town of Barre.

On February 1, the Orleans County Sheriff’s Office charged Edwin Allen Jr. of Albion with Criminal Trespass 3rd (M) in the Town of Albion.

On February 1, the Orleans County Sheriff’s Office charged Kasandra Smith of Albion with Criminal Trespass 3rd (M) in the Town of Albion.

On February 5, the Orleans County Sheriff’s Office charged Todd Dawley of Albion with Assault 2nd (F) in the Town of Gaines.

On February 5, the Orleans County Sheriff’s Office charged Jennifer Stephenson of Albion with Assault 2nd (F) in the Town of Gaines.

On February 8, the Orleans County Sheriff’s Office charged Kendra Houghton of Lockport with Petit Larceny (M) in the Town of Gaines.

On February 8, the Orleans County Sheriff’s Office charged Chad Oberther of Medina with Criminal Obstruction of Breathing (M), two counts of Endangering the Welfare of a Child (M), Menacing 3rd (M), and Harassment 2ND (V) in the Town of Shelby.

On February 11, the Orleans County Sheriff’s Office charged Kara Froman of Medina with Aggravated Driving While Intoxicated BAC .18% OR More (M), Driving While Intoxicated (M), Open Container of an Alcoholic Beverage in a Motor Vehicle (T), and No/Improper Headlight (T) in the Town of Shelby.

On February 13, the Orleans County Sheriff’s Office charged Richard Robb Sr. of Medina with Driving While Intoxicated BAC .08% or More (M), and Driving While Intoxicated (M) in the Town of Gaines.

On February 13, the Orleans County Sheriff’s Office charged Jeffrey Newman of Lyndonville with Unlawfully Fleeing a Police Officer in a Motor Vehicle 3rd (M), Obstructing Governmental Administration 2nd (M), Resisting Arrest (M), Driving While Intoxicated (M), Driving While Ability Impaired by Alcohol (V), Move From Lane Unsafely (T), Drive Left of Pavement Markings (T), Fail to Keep Right (T), Drive on Shoulder of Roadway (T), Failure to Yield to Emergency Vehicle (T), Failure to Use Turn Signal (T), Speed Greater Than 55 MPH (T), Open Container of an Alcoholic Beverage in a Motor Vehicle (T), and Glass broken/fractured/discolored so visibility is distorted (T) in the Town of Yates.

On February 16, the Orleans County Sheriff’s Office charged Harry Bower with Vehicular Assault 2nd (F), Driving While Ability Impaired by Drugs (M), Fail to Stop at a Stop Sign (T) and Fail to Yield the Right of Way at a Stop Sign (T), following an investigation into a Motor Vehicle Accident in the Town of Clarendon that occurred in November 2025.

On February 17, the Orleans County Sheriff’s Office charged Jody Hamm with Driving While Intoxicated BAC .08% or More (M), Driving While Intoxicated (M), Operating Without Insurance (T), and Operating With Suspended Registration (T) in the Town of Albion.


2 charged in Medina for allegedly selling cocaine

MEDINA – Two people in Medina have been charged after an investigation in the sale and distribution of cocaine in Medina, the Orleans County major Felony Crime Task Force is reporting.

Jayleen Negron, 31, and Quincy Byrd, 30, both have been charged with one count of criminal possession of a controlled substance in the third degree (B felony) and one count of criminal possession of a controlled substance in the fourth degree (C felony).

A search warrant was executed at Negron’s residence at 228 Eagle St., apartment B, and law enforcement seized a quantity of cocaine, packaging, scales and other drug paraphernalia. The warrant was executed by the Task Force, the Orleans County Special Response Team, Orleans County Sheriff’s Office and Medina Police Department.

Byrd, a resident of 816 Park Ave., Apartment 2, is currently on parole with the state Department of Corrections and Community Supervision. he was arraigned in Orleans County CAP Court by Shelby Town Justice Edward Grabowski and was committed to the county jail on $25,000 cash bail or $50.000 bond. Byrd is to return to Ridgeway Town Court on March 9 at 9:30 a.m.

Negron was released on an appearance ticket pursuant to the New York State bail reform law, returnable to the Ridgeway Town Court on March 2 at 9:30 a.m.

The Task Force said further arrests and charges are pending in this case. Assisting in the investigation include Orleans County District Attorney Susan Howard, the Albion Police Department K9 Unit and the state Department of Corrections and Community Supervision.


2 charged, 1 wanted in self-storage burglary investigation in Clarendon

CLARENDON – The Orleans County Sheriff’s Office is announcing significant developments in an ongoing investigation into a series of burglaries at Brockport-Clarendon Self-Storage, located at 4510 Hall Rd. in the Town of Clarendon.

On January 4, deputies responded to the storage facility following a report of a burglary. Upon arrival, patrol units observed numerous storage units that appeared to have been forcibly entered. As the investigation progressed, additional burglary and criminal mischief complaints were reported by multiple victims.

Erin Starkweather, 43, and Antonio Suarez, 38, were each arrested on a total of 23 charges, consisting of 13 felonies and 10 misdemeanors, including:

Felonies (13 total):

  • 9 counts of Burglary in the Third Degree (Class D Felony)
  • 1 count of Criminal Mischief in the Second Degree (Class D Felony)
  • 2 counts of Grand Larceny in the Third Degree (Class D Felony)
  • 1 count of Grand Larceny in the Fourth Degree (Class E Felony)

Misdemeanors (10 total):

  • 3 counts of Criminal Mischief in the Fourth Degree (Class A Misdemeanor)
  • 6 counts of Petit Larceny (Class A Misdemeanor)
  • 1 count of Conspiracy in the Fifth Degree (Class A Misdemeanor)

Both Erin Starkweather and Antonio Suarez were processed at the Orleans County Jail and held for CAP court arraignment. They were subsequently released on their own recognizance.

Phillip L. Martinez, 22, remains wanted by the Orleans County Sheriff’s Office and has an active arrest warrant for the same charges.
