Better ways to treat illegal immigrants rather than detaining in jail-like settings

Sandra Shingleton in her thoughtful letter on May 21 noted the U.S. needs a better system for bringing immigrants into the country. She is correct.
The system at our southern border is not good, and a group called the National Immigrant Justice Center (NIJC) in Chicago appears to have some answers.
One of the many ideas they advocate would create Reception Centers (RC) for those caught illegally trying to enter the country, rather than putting them is a jail-like situation.
A number of European countries have already adopted the RC idea. Judging from their website, it sounds like they would welcome suggestions.
