County prods towns on court consolidation, but stays stingy with sales tax

Perhaps if the Orleans County Legislature would cease hoarding sales tax revenue and provide a fair share to localities, residents might be more inclined to agree to a consolidation of town courts.
Governance is (or should be) the art of compromise, is it not?
